“Wynter’s Law” is passed by the Kentucky Senate to enhance the Amber Alert System.

FRANKFORT — The Kentucky Senate has approved Senate Bill (SB) 289, legislation sponsored by Sen. Brandon Storm, R-London, aimed at strengthening Kentucky’s Amber Alert system and improving coordination when a child is abducted or reported missing and endangered.

In a significant move to strengthen child safety measures, the Kentucky Senate has passed “Wynter’s Law,” a new piece of legislation aimed at improving the state’s Amber Alert system. The law is designed to enhance the speed, reach, and effectiveness of emergency notifications when a child is reported missing or abducted.

Named in memory of a child whose case highlighted gaps in emergency response, Wynter’s Law focuses on ensuring that alerts are issued more quickly and reach a wider audience. Lawmakers emphasized that in missing child cases, every second counts, and improving alert systems can make a critical difference in outcomes.

One of the key provisions of the law includes expanding the criteria for issuing Amber Alerts, allowing authorities to activate alerts in a broader range of situations where a child may be in imminent danger. This change aims to eliminate delays and ensure that law enforcement can act swiftly without unnecessary bureaucratic barriers.

Additionally, the law seeks to modernize the technology used in the alert system. This includes better integration with mobile devices, highway message boards, social media platforms, and other digital communication channels. By leveraging modern technology, the alert system can reach more people in less time, increasing the chances of locating a missing child safely.

Supporters of Wynter’s Law argue that it represents a proactive step toward protecting vulnerable children and strengthening public safety infrastructure. They believe that increased public awareness and faster communication can lead to quicker recoveries and potentially save lives.

The passage of the bill has been met with widespread support from both lawmakers and advocacy groups, who see it as a meaningful reform in how missing child emergencies are handled. Many hope that other states will consider similar improvements to their own alert systems.

SB 289, titled Wynter’s Law, updates Kentucky statute governing the Amber Alert system to clarify activation standards and strengthen coordination among law enforcement agencies, state partners, and media providers when time is critical.
