New Green Card Update 2025 – What Applicants Must Know

The U.S. State Department has released its November 2025 visa bulletin, revealing very little change for green card applicants hoping to take the next step toward becoming lawful permanent residents.

Why It Matters

The U.S. State Department’s Visa Bulletin is the central document guiding hopeful immigrants and their families through the green card process.

Changes to the bulletin determine when applicants can take critical steps in their pursuit of lawful permanent residency. For millions following the U.S. immigration system, the speed or stalling of visa cut-off dates can mean the difference between months or years of waiting.

The update provides guidance on when they may be eligible to adjust their immigration status, typically based on the priority date established when an employer or family member filed a sponsorship petition.

What To Know

The bulletin contains two charts: “Final Action Date” (FAD) or “Dates for Filing” (DOF). If an applicant’s priority date is earlier than the DOF, they can file a Form I‑485 for adjustment of status. If it is earlier than the FAD, then a visa number is available, and a case could be approved.

While the dates in many categories remained stagnant, changes between October and November include:

  • FAD F2B (Unmarried Sons/Daughters of Permanent Residents) India moved by nine days from November 22, 2016, to December 1, 2016.
  • FAD F3 (Married Sons and Daughters of U.S. Citizens) Mexico moved from April 15, 2001, to May 1, 2001.
  • DOF F1 (Unmarried Sons and Daughters of U.S. Citizens) Mexico moved from October 8, 2006, to March 1, 2007.
  • DOF F2A (Spouses and Children of Permanent Residents) China, India, Mexico, Philippines moved by a month from September 22, 2025, to October 22, 2025
  • DOF F2B (Unmarried Sons/Daughters of Permanent Residents) China, India, moved from January 1, 2017, to March 8, 2017. Mexico moved from December 15, 2008, to May 15, 2009.

The FADs and DOFs for all employment-based categories remain static between the October and November updates.

What People Are Saying
U.S. Citizenship and Immigration Services (USCIS) says on its website: “A visa must be available before you can take one of the final steps in the process of becoming a lawful permanent resident. Because more prospective immigrants want lawful permanent residency than the limited numbers of immigrant visas allow, not everyone can immediately get an immigrant visa. How long you must wait depends on your priority date, preference category, and the country to which the visa will be charged.
“If the demand for immigrant visas is more than the supply for a particular category and country of chargeability, DOS considers the category and country ‘oversubscribed’ and must impose a cut-off date to keep the allocation of visas within the statutory limits.”

What Happens Next

The visa bulletin offers essential guidance for navigating the U.S. immigration process. The December 2025 Visa Bulletin is anticipated to be released near the middle of November.

Impact on U.S. Workforce and Tech Industry

The U.S. Supreme Court has declined to review a long-running challenge to a federal rule allowing certain spouses of H-1B visa holders to work in the United States, leaving intact a 2024 appellate decision that upheld the program’s legality.

Newsweek contacted immigration attorneys for comment via email outside of normal office hours on Wednesday.

Why It Matters

The Supreme Court’s decision to let stand a rule allowing certain spouses of H-1B visa holders to work in the United States preserves a key source of economic and family stability for thousands of immigrant households and the employers who rely on them.

By declining to hear a challenge from a group representing displaced U.S. tech workers, the justices effectively affirmed the government’s authority to grant work authorization to H-4 visa holders—a policy central to retaining high-skilled talent in a tightening labor market.

The outcome provides relief for families navigating long green-card backlogs and offers rare continuity in a politically charged area of immigration law that affects both the U.S. workforce and the country’s global competitiveness.

What To Know

In an order issued Monday, the justices denied a petition by Save Jobs USA, a group representing American technology workers who argued that the Department of Homeland Security (DHS) overstepped its authority when it extended work authorization to holders of H-4 visas—dependents of H-1B skilled workers.

The Court did not provide an explanation for its decision, consistent with its usual practice.

Nearly A Decade Of Legal Challenges Ends

The denial marks the end of nearly a decade of litigation that began after the Obama administration adopted the “Employment Authorization for Certain H-4 Dependent Spouses” rule in 2015.

The regulation permits spouses of H-1B workers who are pursuing permanent residency to obtain work authorization.

DHS estimated at the time that roughly 180,000 individuals would benefit in the first year and about 55,000 annually thereafter.

Save Jobs USA’s petition, filed in August 2024, asked the Court to determine whether DHS could “grant work authorization for classes of nonimmigrants for whom Congress has refused to grant work authorization.”

The group contended that the agency’s interpretation of immigration law “creates a separate immigration system that subverts the one Congress put in place.”

The D.C. Circuit Court of Appeals had previously rejected that argument, holding in Save Jobs USA v. U.S. Department of Homeland Security that federal law gave DHS authority to permit employment for nonimmigrants in limited circumstances.

The appeals court said that a related 2022 decision upholding a work-authorization program for foreign students “squarely forecloses” the challenge to the H-4 rule.

While the petitioners hoped the Supreme Court would revisit the issue following its 2024 ruling in Loper Bright Enterprises v. Raimondo—which eliminated the “Chevron deference” doctrine that had required courts to defer to reasonable agency interpretations—the justices left the D.C. Circuit’s decision in place.

Immigration attorneys said the outcome provides clarity for thousands of families navigating lengthy green-card backlogs.

A Win For Families, Debate For Policymakers

According to DHS data, more than 258,000 H-4 visa holders have received work authorization since the rule was enacted.

Advocates for immigrant professionals say that the ability of spouses—often highly educated themselves—to work helps retain skilled workers in the U.S. economy.

Austin Fragomen, the firm’s founding partner, told Forbes that allowing H-4 spouses to work “helps U.S. companies retain top global talent” and that limiting such rights “would push skilled families to competing economies. The last thing employers want is a new policy that makes it more challenging to hire or retain talent.”

Critics, however, maintain that the rule undermines job opportunities for American workers. John Miano, counsel for Save Jobs USA and an attorney with the Immigration Reform Law Institute, argued in the group’s filing that “the power to define which classes of aliens may work in the United States is vested in Congress, not the administrative state.”

Immigration Policy And Political Stakes Ahead

The Supreme Court’s decision comes at a time of heightened political debate over employment-based immigration.

On September 19, 2025, President Donald Trump proposed a $100,000 fee for new H-1B applications, while the Biden administration has defended existing visa categories as essential to U.S. competitiveness in technology and research sectors.

Under the H-1B program—created in 1990—U.S. companies can hire foreign professionals in specialty occupations for three to six years.

Employers must attest that they are paying prevailing wages and have first attempted to recruit American workers. The program is capped at 85,000 new visas annually.

For H-1B families, Monday’s decision represents a reprieve amid policy uncertainty. “The Supreme Court’s inaction leaves the status quo intact,” said Mehta. “It means that qualified spouses can continue working, businesses retain vital talent, and Congress still holds the power to legislate any changes it deems necessary.”

What People Are Saying

Cyrus D. Mehta, a New York-based immigration lawyer and adjunct professor at Brooklyn Law School, said: “Despite the evisceration of Chevron deference, courts need not rely on an agency’s interpretation of an INA provision in order to provide noncitizens with work authorization … because these statutory provisions are not ambiguous in the first instance.”

Jennifer Minear, President of the American Immigration Lawyers Association (AILA), said in a class-action filing: “The delays that H-4 and L-2 nonimmigrants are facing needlessly place families in financial limbo. DHS has the legal tools and authority to grant work authorization to impacted individuals whose financial security is hanging in the balance.”

Jesse Bless, Director of Federal Litigation at AILA, added: “The process to attain work authorization should not put families at risk of immense loss of income and instability. There are reasonable and immediate steps that DHS can take to make certain that visa holders meet requirements without imposing needless suffering.”

What Happens Next

With the Supreme Court declining to hear Save Jobs USA v. DHS, the D.C. Circuit’s ruling upholding work authorization for certain spouses of H-1B visa holders remains in place, effectively ending the legal challenge.

The decision secures continued employment rights for thousands of H-4 visa holders and brings short-term stability to skilled immigrant families and their employers. The Biden administration is expected to maintain the policy, though a future administration could attempt to roll it back through new rulemaking.

Legally, the outcome reinforces the Department of Homeland Security’s authority to grant limited work rights under existing visa programs, even as long-term uncertainty persists in the absence of congressional immigration reform.

Flu Shots Running Out Fast in Lane County – Act Now

QuickTake:

Federal delays and shifting guidance have slowed vaccine distribution, leaving the county-run clinics waiting for flu shots. Physicians are also still waiting for COVID-19 vaccines.

As flu season starts, the Health Clinics of Lane County has not received its seasonal supply of shots after muddled guidance from the Trump administration over the last month.

The Centers for Disease Control and Prevention’s respiratory disease season outlook predicts another rough winter, with high hospitalizations among people sick with respiratory illnesses. Oregon’s flu season last year was among the worst in 15 years.

“Federal distribution of this season’s respiratory virus vaccines — including those for COVID-19, influenza and respiratory syncytial virus (RSV) — has been disrupted by changes to the vaccine recommendations made by the Advisory Committee for Immunization Practices (ACIP) during their September meeting, and delayed approval of those recommendations by the acting CDC director,” said Oregon Health Authority spokesperson Jonathan Modie.

Jim O’ Neill, the acting director of the CDC and deputy secretary of Health and Human Services, signed recommendations Monday, Oct. 6, allowing states to begin receiving doses from the Vaccines for Children program — a federal program that provides vaccines to children whose parents or guardians can’t afford them.

About 30,000 people on Medicaid receive care through the Health Clinics of Lane County, operated by the county’s Health and Human Services department. The clinics, which span from Cottage Grove to Eugene, are facing major challenges as they balance community needs with rising costs and increased demand for services.

The clinics expect to get shipments of flu vaccines by the end of October, but don’t have a timeline for COVID-19 shots.

“Influenza vaccine has been less disrupted,” Modie said. “Oregon Health Authority is working with Lane County Public Health to make sure the county has enough of both vaccines to vaccinate residents who want them. If vaccine uptake trends in past seasons continue, we expect to have enough respiratory virus vaccines in Oregon to meet demand.”

Meanwhile, some physicians at the Health Clinics of Lane County continue writing prescriptions for patients seeking vaccines at grocery and drug stores, as some pharmacies remain hesitant to follow the West Coast Health Alliance’s guidance that prescriptions are generally not required.

Some pharmacies, unsure of the alliance’s authority and concerned about possible penalties, have been slow to adjust and are waiting for CDC confirmation, continuing to require prescriptions in the meantime.

Since the alliance’s recommendations, people have shared mixed reports of access with Lookout Eugene-Springfield. Some say they still face barriers to scheduling a shot at stores without a prescription, while others have made it to a chair for vaccination.

Other large clinics in the area, including Peace Health and Oregon Medical Group, have received vaccine supplies.

Peace Health is offering flu shots to pediatric and adult patients with Peace Health providers. The medical network plans to begin vaccinating children against COVID-19 in its pediatric clinics once shipments arrive in the coming days, but adults are being directed to local pharmacies for vaccines.

Oregon Medical Group is offering both flu and COVID-19 vaccines in its clinics for all patients.

Odell Beckham Jr. Enjoys Amarone Wine: A Taste of Luxury

Odell Beckham Jr. went from making one of the greatest catches in NFL history in his rookie year with the New York Giants to winning the Super Bowl with the Los Angeles Rams in 2022. His latest project ‘FRI&NDS’ (pronounced ‘And Friends’) aims to bring together artists and A-listers at different events — launching earlier this year in New Orleans for a Super Bowl celebration that included Chance the Rapper and Shaboozey as well as a high-school marching band and a local artist exhibition. Other parties have since taken place at the F1 Monaco Grand Prix and in Sao Paolo, Brazil. I met with Beckham Jr. at his latest event for New York Fashion Week at The Highlight Room to talk about his favorite wines, the inspiration for FRI&NDS and why Jamie Foxx is someone you want to share a meal with.

What’s your drink of choice these days?

For a cocktail it’s a spicy margarita with salt around the rim. That’s changed over the years but now that’s me to a T! I’ve had a whole wine career. Watching games with some of my closest people and opening great bottles. Mouton Rothschild. Petrus. Sassicaia. I love reds. One of my favorites was a Giuseppe Quintarelli Amarone Reserva 2007. It was just too good.

Are you a cocktail person going out and a wine guy at home?

If we’re doing a dinner with some really good food or something chill you can never go wrong with wine. If we’re having a night out then the problem with wine is — let’s say there’s four of us — you go through bottles quickly because there’s only a glass each. And the whole idea of starting with wine and then switching to cocktails later — I’ve learned my lesson. That where I’ve drawn my line.

Tell me about your new project: FRI&NDS.

We’re curating events that bring together A-listers and rising artists. People know I like to have a good time but could I do something where it’s more than just throwing a bunch of parties somewhere. I always say: it’s not about getting to the top of the mountain but how many people you bring with you. To get anything off the ground you have to have buzz around it. People will remember being at a party and having a good time but if it really works they’ll also see the actual concept of what was going on.

I’ve always felt like God has put this bright light on me and I want to help put the spotlight on others. I know all these people who have talent and they’re creating their own businesses. It’s a way of being able to bring everybody to the top and get what they deserve. The idea is still evolving — I don’t want to spill the beans on everything but we have some big legends and big events coming up and there’s a lot of opportunities to do fun things.

There are times when you go out and you’re bored, but when you’re celebrating it’s something different. It’s about all of the hard work — the times when people didn’t see me doing a late night run at 10:45PM on the track or doing pushups. They just see that you scored the touchdown or didn’t catch the ball. So when you celebrate it’s also the sacrifices and time and commitment that you dedicated to doing something to have these moments. And I want everyone to have that all around.

You’re in New York for Fashion Week. What attracts you to the fashion world?

Clothes are not just clothes to me, they’re artifacts. They’re history. I’ve just always had a thing for fashion. I love and admire clothes and the textures, the fabrics, the cut, the feel of the leather. The way a pair of pants will sit on the shoe. All of the fine details.

I’m a hoarder — it’s so hard to get rid of things. I want it! Maybe I’ll wear it again or maybe I’ll never wear it again. And New York Fashion Week is always just one of the best. You can’t go wrong. There’s no place like New York. I have such good times here.

Who’s one of your favorite people you’ve gotten to have drinks with?

I could name countless people, but one of the men who inspired me most, who I’ve gotten to have countless dinners with is Jamie Foxx. One of the most talented humans that we’ve ever been blessed with. This is one of the men, besides my father, who has taught me more than people could ever imagine. From the silly side of him to his intelligence. The word ‘idol’ gets tossed around too much, but he’s one of my biggest inspirations. He’s just one of those people that changed my life forever.

By Thursday morning, many people are likely to experience frost due to the coldest start of the season.

As expected, Wednesday was a cooler, but seasonable day for the first day of October! Many spots reached the lower to middle 60s during the afternoon, which was about 10 degrees lower than Tuesday.

Since skies will remain clear Wednesday night alongside nearly no wind and a chilly Canadian airmass, I am expecting many spots to drop into the 30s with the highest risk for frost we have seen all season.

Here are the official areas that have frost advisories/freeze warnings:

While I agree that many spots within the counties outlined above will have a high risk for frost late Wednesday night through early Thursday morning, I think that some portions of Onondaga, Cayuga, Seneca and other counties not in any official alert may still get some localized frost.

Here are my forecast lows by Thursday morning for the immediate CNY area:

While thicker frost is likely when temperatures officially hit 32 degrees or lower at official reporting stations, you can receive frost at ground level even when official stations report temperatures between 33 and 37 degrees!

Here is why and a quick overview of how frost forms:

In short, official air temperatures are taken at around 5 to 6 feet above ground level. However, cold air sinks and can get down another 4 to 5 or so degrees lower at ground level where frost can form on grass, the ground and other flowers and vegetation closer to ground level.

Therefore, when looking at the forecast low temperatures above, if your area is between 33 and 37 degrees, I cannot rule out some frost for you. So I would take the same precautions!

If you have temperatures closer to 32 degrees or lower, then frost will be thicker and more widespread.

Here are maps of the “average date” of the first frost of the season:

Interestingly, everyone in the light blue or dark blue shading above typically should see its first frost by October 1st.

However, areas in green, which will likely see frost tonight is about 5 to 12 days ahead of schedule. It will be interesting to see if downtown Syracuse and places in the yellow or orange shading above will see frost or not.

My feeling is that if you live near Lake Ontario and right next to the Finger Lakes, you are probably not going to see much frost, if any. If you live near Oneida Lake, the best chance of not seeing frost will be on the south side of Oneida Lake.

Elsewhere, I would take precautions to prevent frost damage to your gardens and crops!

A frost advisory means that cold temperatures will reach the dew (frost) point and cause frost across parts or all of the counties listed above. Sensitive outdoor plants may be killed if left uncovered.

A freeze warning means that temperatures below 32 are highly likely for the warned area for a few hours. These conditions will kill unprotected crops and other sensitive vegetation, effectively ending the growing season.

If your area has a frost advisory/freeze warning or are in one of the areas I have described that may see frost, here is what you should do:
— Farmers and gardeners in these areas should take precaution to extend the growing season.

Both low and high temperatures after Thursday will increase notably. In fact, near record high temperatures are possible by the end of the weekend!

Pasta dishes from Trader Joe’s and Walmart increase the risk of listeria: NPR

The U.S. Department of Agriculture is warning people not to eat specific batches of heat-and-eat products containing precooked pasta, sold at Trader Joe’s and Walmart. At this point, the dishes are more likely to be in customers’ fridges than on store shelves.

Public health authorities are urging people to throw away certain precooked pasta meals sold at two popular retailers over concerns that they could be contaminated with listeria and connected to a worsening nationwide outbreak.

The U.S. Department of Agriculture (USDA) issued an alert late last week about two products with specific use-by dates in late September and early October: Marketside Linguine With Beef Meatballs & Marinara Sauce, sold at Walmart, and Trader Joe’s Cajun Style Blackened Chicken Breast Fettuccine Alfredo.

The USDA says the pasta in those products may be contaminated with Listeria monocytogenes that appears to be genetically related to a deadly listeria outbreak that has already spread to 15 states: California, Florida, Illinois, Indiana, Louisiana, Michigan, Minnesota, Montana, Nevada, North Carolina, Ohio, South Carolina, Texas, Utah and Virginia.

That outbreak made headlines in June, when listeria concerns prompted recalls of several brands of ready-to-eat chicken fettuccine Alfredo meals — made by FreshRealm Inc. and sold at Kroger and Walmart — and triggered an investigation.

In response to that investigation, the USDA says FreshRealm began testing the ingredients it uses to make its Marketside-brand meatball linguine dish. Last week, its pasta samples came back positive for listeria.

Further genetic testing confirmed it was the same strain of listeria that was detected in FreshRealm’s previously recalled chicken Alfredo meals, the Food and Drug Administration (FDA) said on Monday.

“It is also the same strain of Listeria that is linked to causing illnesses in this outbreak,” the FDA says.

The outbreak has killed four people and sickened at least 20, all but one of whom required hospitalization, according to the Centers for Disease Control and Prevention (CDC). It also sickened a pregnant mother, resulting in a fetal loss.

The CDC says it has interviewed 13 of those people, seven of whom reported eating precooked meals before they got sick. Four specifically mentioned eating chicken fettuccine Alfredo.

Three new cases in two additional states have been reported since June, according to the CDC. But it says that’s likely an undercount, since some people recover from the infection without medical care. For those who do require medical attention, it usually takes three to four weeks to determine whether their illness is part of an outbreak.

Listeria infection, or listeriosis, is most likely to sicken pregnant people and newborns, adults over 65 and people with weakened immune systems.

Symptoms — which include fever, muscle aches, gastrointestinal issues, stiff neck, confusion and loss of balance — usually start within two weeks of eating contaminated food but could start as soon as the same day or as late as 10 weeks later, the CDC says.

The CDC and FDA are urging customers who purchased these meals to throw them away, clean their refrigerators, containers and surfaces that may have come into contact with them and contact their health care provider to report any symptoms of listeriosis.

These may not be the only products affected

At this point, the two pasta products listed on the latest health alert — plus the chicken Alfredo dishes recalled in June — are more likely to be in customers’ fridges and freezers than on store shelves.

The chicken pasta meals sold at Trader Joe’s, for example, have use-by dates of Sept. 20, Sept. 24 and Sept. 27 on their front labels.

The company says that they were for sale only in its stores in Arizona, California, Nevada, New Mexico and Utah, and that all other versions of that dish sold in other states and with other sell-by dates are unaffected.

Trader Joe’s says there have been no positive listeria tests for this particular dish, nor have there been reports of illness associated with those specific production codes.

But it says it issued its guidance — and will refund those who purchased the product — out of an “abundance of caution because testing of another brand with a shared ingredient source indicated this product may have the potential to be contaminated with Listeria monocytogenes.”

Walmart similarly says there have been no reported illness complaints for the Marketside beef meatball and linguine dish. The impacted products, which have use-by dates that all fall between Sept. 22 and Oct. 3, have been removed from its shelves.

“We have removed these products from our impacted stores and we are working with the supplier to investigate,” Walmart spokesperson Annie Patterson told NPR over email.

FreshRealm did not respond to NPR’s request for comment in time for publication. But it told The Associated Press in a statement that it has “long maintained that the source of the listeria was likely an ingredient supplied by a third party.”

The USDA identified the pasta supplier as Nate’s Fine Foods, which supplies precooked pasta and grains to the wholesale food service and restaurant industries, according to its website. The USDA adds that Nate’s Fine Foods does not sell the affected products directly to retail.

“The firm is working with the FDA and their customers to determine if additional recalls are needed,” it says, adding that consumers should monitor its public health alert for any further updates.

The U.S. has seen its share of listeria outbreaks in the past year, including a 2025 outbreak tied to deli meat that left 10 people dead and dozens more hospitalized across the country. A January USDA report blamed “inadequate sanitation practices” at a since-closed Boar’s Head facility in Virginia and listed several steps the agency would take to better protect the public from listeria.
